Did VAR Get the Joao Neves Handball Call Right?

‎Just one week after football fans were celebrating one of the most dramatic Champions League encounters in recent memory.

‎The attention has now shifted from goals and attacking brilliance to officiating controversy following the semi-final second leg between Bayern Munich and Paris Saint-Germain at Allianz Arena.

‎The major talking point from the night was the handball incident involving Joao Neves in the first half. A moment that Bayern players, supporters, and coaching staff believed should have resulted in a penalty.

‎Instead, referee Joao Pinheiro waved play on. With VAR supporting the on-field decision despite furious appeals from the home side.

‎The incident has since sparked widespread debate across European football. With many questioning whether the officials made the correct interpretation of the laws in one of the season’s most important matches.

‎The Moment That Sparked the Controversy

‎Bayern entered the second leg needing a response after falling behind on aggregate. And for large periods of the first half, they looked capable of mounting a comeback.

‎Vincent Kompany’s side controlled possession, pressed aggressively, and repeatedly forced PSG deep into their own defensive third.

‎The controversial moment arrived in the 31st minute during one of Bayern’s most dangerous attacks of the evening.

‎Josip Stanisic delivered a dangerous cross into the penalty area. And PSG goalkeeper Matvey Safonov could only parry rather than fully clear.

‎The loose ball fell kindly for Vitinha, who reacted quickly and attempted to blast the danger away from goal.

‎Instead, his clearance struck teammate Joao Neves on the arm from close range inside the penalty box.

‎The reaction from Bayern was immediate. Almost every Bayern player turned toward the referee demanding a penalty. They are convinced the ball had clearly struck Neves illegally inside the area.

‎The atmosphere inside Allianz Arena instantly changed, with home supporters roaring for VAR intervention.

‎Despite the protests, Pinheiro remained calm throughout the chaos. After receiving information from the VAR team, the Portuguese official allowed play to continue without awarding a penalty.

‎Why VAR Did Not Intervene

‎To many viewers, the decision initially appeared difficult to understand. The ball had clearly made contact with Neves’ arm inside the box. And Bayern believed they had been denied a huge opportunity to get back into the tie.

‎However, the current IFAB handball laws are considerably more complex than simply determining whether the ball touched a player’s arm.

‎According to the laws of the game, several factors are considered before a handball offence is awarded.

‎One of the most important is proximity and reaction time. In Neves’ case, the ball was struck powerfully from only a few metres away by his own teammate. Which leaves him with virtually no opportunity to react.

‎Officials also examine whether a player’s arm is in a natural position relative to body movement. Replays suggested Neves’ arm was not extended unnaturally or deliberately used to make his body larger while defending the situation.

‎Another crucial factor is intent. Referees are instructed to determine whether a player intentionally moves the hand or arm toward the ball.

‎In this incident, there appeared to be no deliberate action from Neves to block the clearance.

‎Because of those combined factors. VAR judged that the threshold for overturning the referee’s original decision had not been met.

‎While the decision angered Bayern supporters. The officials were technically operating within the framework of the modern handball interpretation.

Bayern’s Frustration Was Understandable

‎Even if the decision aligned with IFAB guidelines. Bayern’s frustration was still completely understandable given the context of the match.

‎At that stage of the semi-final, the German side was building serious momentum. PSG had been pushed back, and Bayern were creating pressure around the penalty area. And Allianz Arena sensed an opportunity to shift the tie dramatically.

‎A penalty at that moment could have completely changed the momentum of the match and potentially altered the outcome of the entire semi-final.

‎That emotional context explains why the reaction from Bayern players was so intense. From their perspective, the ball struck an arm inside the box during a dangerous attacking phase.

‎And many supporters still believe such incidents should naturally result in penalties regardless of intent or reaction time.

‎Club legend Uli Hoeness was also visibly frustrated in the stands. While Bayern’s bench continued to protest long after the incident had passed.

‎”Why wasn’t it a red card? I don’t understand. Why did we get a penalty in Paris and not here? I know the rules. But his hand was above his head,” said Kompany.

‎”It felt like some handball decision went against us,” he added.

‎”It’s at the very least surprising that a referee with only 15 Champions League matches to his name is in charge of a game like this. That might explain some of his decisions today,” Bayern CEO Jan-Christian Dreesen told Sky Sport about Pinheiro.

‎Nuno Mendes Escape Added More Tension

‎The Joao Neves controversy was not the only refereeing flashpoint involving PSG during the first half.

‎Just minutes earlier, Nuno Mendes found himself at the centre of another heated debate. He appeared to stop a Bayern counterattack with his hand despite already being on a yellow card.

‎Bayern players immediately appealed for a second booking and a red card, believing PSG should have been reduced to ten men.

‎Instead, referee Pinheiro awarded a free kick in favour of PSG. After reportedly receiving advice from the fourth official regarding a possible handball by Konrad Laimer earlier in the sequence.

‎The problem for Bayern was that television replays failed to provide clear evidence supporting that interpretation. Which only increased the tension inside the stadium.

‎For many Bayern supporters, the combination of both incidents created the feeling that several crucial decisions had gone against them in quick succession.
